In it, the platform holder teases a trio of PS Plus Premium games, including the recently re-released Summoner, Jeanne d'Arc, and, yes, Secret Agent Clank. It's possible whoever was writing the copy got muddled up with Ratchet & Clank: Size Matters, but we still reckon a re-release is imminent.
Secret Agent Clank actually pre-dates GameParadise's creation by approximately six or so months, so we never got around to reviewing the game when it was new. This author played and beat the game on PSP, though, and while it's clearly not up to the standards of other mainline Ratchet & Clank games, found it entertaining enough. We'd certainly welcome its addition to PS Plus Premium.
