It speeds up the leveling significantly after level 30, allowing you to get all the trophies and secret ending with wanting to blow your brains out.
It starts all characters with a huge bonus to their ki so that they can actually use their special moves and super saiyan transformation and not be empty all the time.
It also balances the characters slightly, Gohan is still the best at very high levels, but is very weak to start and has to earn his way up. Vegeta, Piccolo, and Trunks are all average in 2 stats but excel at a third. And Goku is above average in all stats but not as good as the other characters specializations, and of course lower than max level Gohan.
